Please note that "ai" does not work for all languages.  In French, it is 
"ia" (intelligence artificielle).

By the way, the French-speaking hierarchy already has a newsgroup 
dedicated to AI (fr.comp.ia) which regularly has messages.

I am unsure a new top-hierarchy level will have more adoption than 
currently existing newsgroups.  It is great to see enthusiasm in 
promoting more discussions and reviving Usenet newsgroups.  Why not just 
use that energy to start discussions in current well-established 
newsgroups in it.*, comp.*, de.*, uk.*, etc. and bring along more 
contributors?
