The silver colored disk is belt coupled to the 5hp engines power-takeoff shaft. It spins all the time the engine is running. The rubber disk contacts it when a hand grip is squeezed. The lever in front slides it left to right changing speed and reverse by contacting the other side of the disk. Everything you want is already here.
