Luke was holding the lightsaber in his hand when Vader cut it off, so it went
along with his hand. It probably landed somewhere at the bottom of Cloud
City's ventilation system. But even if it was jettisoned out the bottom,
Bespin has no surface on which it could land. It was a gas planet. And
lightsabers have a mechanism that causes them to switch off if they're dropped
or otherwise released from the user's grip. There does seem to be a way to
override that feature, however, because we've seen both Vader and Yoda throw
their lightsaber at opponents as a weapon and the blade stayed activated.
