Driving a marked squad car that is nearly identical to NYPD cars, wearing uniforms with badges, etc. all create a reasonable impression in the mind of the average citizen that they are law enforcement officers. Add to that their behavior-- giving people orders as if they have legal authority-- and you have a pretty airtight case of impersonation. Also, the emergency lights on the vehicles would be a separate criminal offense in California.
