I don't think so. Things aren't that simple.

Iran's willingness to replace Americans with Europeans in this "nuclear" 
talks was a matter of stronger restrictions on you Europeans, than on 
the Americans. You Europeans can, under the circumstances that exist 
today, to some extent be forced to keep your words. Nothing can make 
Americans keep theirs. They're exactly as good as what they are, the 
"Great Satan".

Araghchi probed the option and the absence of response showed Europeans 
are still servile lackeys of the Americans. In present times, I believe 
THAT's the Europeans' identity, not what you described.
