Personally I thought it was a pun on the phrase “Whistle up the
wind,” only in this case the wind is blowing from his behind. In
other words, Belinda’s musician mother would be playing a tune
while the Doctor accompanies her with Le Pétomane-style musical
farts.

But maybe that’s just me?
