But, you can set up smaller PV installations (hundreds of panels) on commercial buildings, "cover" parking areas, etc. You don't get the same economies of scale as you would with 1,000 panels but 100+ panels on every city block makes a lot of power available where it is used. I suspect the pain hasn't been great enough to force them to take their medicine?
