I suspect it would be hard to get a definitive answer. Can you get out of the city? "State"? Country? etc. Without knowing the extent of an outage -- and the reliance on power that exists for each step up the ladder -- it would be hard to generalize your capabilities from "simple tests". Much like me having carrier doesn't tell me the extent of my "reach", here.
