The goal being to determine the maximum "cold cranking amps" that it can deliver to the starter at a specific load voltage. There's some magic involved as the CCA specification pertains to operation at 0C (or 0F? I don't recall) and chances are, you're not going to be testing at that temperature. Cold temperatures impede the efficiency of the battery and, at the same time, make the mechanical load appear larger. I think they combine to represent about a 4X performance hit.
