Apple doesn't install Google Voice by default.  It's likely you
installed it on one of your devices when you actually had an iCloud
account and it reinstalled on your iPad when you logged in at some
point.  Or maybe you installed it and don't remember.  I believe you've
mentioned before using Google Voice at one time.
