It's comparing the ratings. Still apples and oranges... as the television environment - and Doctor Who - was so much different back then. The fact is though the general television watching public had nothing but apathy for the show back then... there was only four TV back channels then too, so the show had limited competition for viewers. For me, the stories this season ARE getting better. Whether this continues for the rest of the season is another matter though...
