Ceux qui écoutent la radio hertzienne, donc vraiment la radiodiffusion, 
sans connexion Internet, ne sont pas concernés. On ne peut pas savoir 
ce qu'ils écoutent (sauf s'il y avait un dispositif matériel de 
surveillance installé chez eux avec leur accord).

Ceux qui sont connectés sur Internet ne sont pas concernés non plus, 
sauf si l'on a installé sur leur smartphone ou leur PC une appli qui 
remonte l'identification du flux écouté, via le watermarking ou autres, 
ce qui demande aussi leur accord.

Donc une mesure d'audience radio ne pourra jamais être massive, elle ne 
peut concerner que des volontaires, ou ceux qui répondent aux sondages.
