je ne comprend pas cet argument,
parce que l'assertion ci-dessus est tjr vraie avec "override CFLAGS",

cad que la différence entre les 2 ne concerne que la valeur de CFLAGS 
interne à make,
ni le champ des possibilités pour définir CFLAGS au préalable,
ni la commande réellement exécutée en fonction des différentes valeurs 
possibles de CFLAGS.

étant entendu que la commande sera écrite différemment selon les cas :
$(CC) -c $(CPPFLAGS) $(ALL_CFLAGS) $<
$(CC) -c $(CPPFLAGS) $(CFLAGS) $<
