Grammaticalement, on devrait dire "It is I..." au lieu de "It is me", 
bien que tout le monde ces jours-ci dise "It is me".

Perso, moi, j'ai beaucoup de problèmes avec "that" pour parler d'une 
personne, bien que cela arrive tout les jours, et que cela évite le 
problème de "who" et "whom".

Cela dit, dans votre contexte, je dirais :

I am the one who wantS...

Ou bien

It's me who wants...

En anglais, on fait l'accord avec "who" et non pas "me" (ou "I").
