Très possible :)

(eux peuvent toutefois demander une carte de décodeur, sauf erreur
gratuite, pour la réception satellite du programme suisse).

PS: le taux de frontalier français (ou suisses habitants en France)
    travaillent en JU/NE est *très* important; le Locle n'aurait
    pas ses 10'000 véhicules-jour sinon.
