The last OS that was pinched for memory license, was Windows 7,
where you might need Professional as the minimum SKU.

Windows 7 Ultimate      4 GB           192 GB
Windows 7 Enterprise    4 GB           192 GB
Windows 7 Professional  4 GB           192 GB  <=== a better sizing (used w. my 4930K)
Windows 7 Home Premium  4 GB            16 GB  <=== too tight limit
Windows 7 Home Basic    4 GB             8 GB
