Oui - pourtant le chef d'un constabulary est un chief constable :

Notons que 'Constable' est aussi un nom propre (le peintre John C. se 
nommait ainsi, par exemple), alors c'est en principe possible de tomber 
sur un Constable Constable, ou même un Chief Constable Constable.

Tout cela me rappelle les contes de Brigadier Gérard de Conan Doyle. En 
GB, un 'brigadier' est un rang au-dessus de colonel, et Doyle avait 
supposé que c'était pareil en France pendant l'époque napoléonienne. Il 
se trompait :
