Ce que tu nomme "charabia" est simplement ce que tu ne comprends pas ou 
ne veux pas entendre.
La fiscalité (les taxes auxquelles tu fais référence) est un outil dont 
dispose l'Etat pour piloter sa politique énergétique. Est-ce plus clair 
pour toi ?
