c'est totalement applicable ça consiste à regrouper en une seule alloc,
toutes les allocs.

le problème est que ça responsabilise les gens et donc ça va être pire
pour eux.

l'alloc logement est directement versée aux bailleurs HLM, si elle était 
versée aux locataires pour qu'ils payent le loyer, ils iraient tout 
claqquer au PMU...  c'est factuel, il suffit de discuter avec n'importe 
qui dans le social.

verser l'alloc logement aux locataires, c'est 1 million de SDF de plus 
en France.
