I think what would have made his statement clearer would have been the 
word "positive".

'Not the point, of course.  Apple's path was clear - forcing the issue 
had no POSITIVE effect on e-waste.'

But forcing the issue does mean that many useful devices will be 
replaced while they are still useful.

That is wasteful.
