UbuntuCE does include Xiphos but it is a third party application that is also available for Windows and Unix. I'm not sure about MacOS. Other than UbuntuCE it isn't included in any distribution 'out of the box'. That's like saying Linux provides 'John the Ripper'. That also runs on Linux, Windows, and other OSs. As far as 'out of the box', iirc you have to select one of the packages even in Kali. Other than the CE build, not out of the box on Ubuntu.
