Restart and Shutdown are effectively the exact same. With the advent of Win8, Shutdown with Fast Startup enabled hibernated the kernel. Without Fast StartUp enabled both Restart and Shutdown perform a full shutdown or the system and discards the state of the kernel. - the only difference, effectively is that Restart doesn't power off the device, unlike Shutdown(requires power button press) Also note, that even with Fast Startup enabled, the device can perform a full shutdown(without Fast Startup hibernating the kernel) via keystroke or command line(Keystroke - hold Shift key while clicking Shutdown) -- ....w¡ñ§±¤ñ
