For me, the fact that the syntax for prefix and postfix modifiers in declrations mirrors the syntax for prefix and postfix expressions makes it relatively easy to understand. I'd find it a lot more confusing if there were postfix expressions but I had to use prefix declarations to declare things suitable for use in those expressions.
