While NI is subject to EU customs rules, I'm not sure 'importing' something that is banned from sale in the EU is covered, just like you wouldn't be prevented from self-importing something from China that didn't meet local regulations. I don't think the USB port is going to be part of phytosanitary checks at Belfast docks. What it could be is that, like many other companies, Apple has a unified supply chain on the island of Ireland and perhaps the Apple Store in Belfast is supplied from the Apple Store in Dublin. Because these models are banned from sale in the EU, they can't be sold in Dublin and it's easier not to supply any stock to Ireland, even if that stock could legally be sold in Belfast or shipped to NI customers. It could also be complicated with returns, if returns handling is in the RoI where they can't be sold. Amazon will happily offer to sell me an SE (2022) or a 14 if I enter a Belfast postcode. Theo
