I found the second expansion increased the difficulty level for the player, as far as empire management, which evened things out a little more. But it was the *second* expansion, and I figure once I figure out how to deal with influence and revolting cities, I'll be back to "gee, the AI is dumb as rocks." Influence and fealty seriously inhibit the ability to run over a rival empire roughshod. In Civ V, you just ran over the whole thing and built courthouses.
